we know that there are 60 minutes in an hour, so to get the ratio to equal terms, we could multiply 60 by 3 to find the number of minutes in 3 hours, which is 90. Now the ratio is 17 minutes to 90 minutes. I'm pretty sure this is the lowest terms, but if they want you to convert it to seconds or something, you would multiply 17 by 60 for the first number and 90 by 60 for the second number.
