What role do political parties play in organizing government?

The political party's role in government is to act as a protest vehicle or conduit for values. For instance, the democratic party believes that the way to help the poor is by giving them money, and because of that they worked to create welfare, and etc. The green party works towards better environmental stuff, and things like that.
