Moving from -2 to 4 is a gain of 6 in the x-direction and a drop of 8 in the y-direction.  Thus, the slope of this line is m = -8/6, or m = -4/3.

Then, using the point-slope formula, y - 0 = (-4/3)(x-4), or y = (-4/3)x + 16/3
